Turkey applies the ex-officio refusals for trademark applications. So there are a big percentage of refused trademarks depending on the similarity. The Office does not accept letters of consent in case of refusals. The common opinion of the TPO experts (In fact the main idea in the trademark law) is to canalize prior right holders to give licenses or simply assign the trademark. The owner of refused trademark shall ether get a license from the prior owner to be able to use the trademark, or takeover the trademark in order to have a registered trademark in Turkey.
